    State

    • As promised, Gov. David A. Paterson delivered vetoes of about 6,700 spending measures passed by the Legislature, including up to $190 million in member items that fund libraries, community centers, and nonprofits around the state. But the cuts do not close the state's deficit, and Paterson left open the possibility that he would veto the next revenue bill. He also warned that the state could run out of money in six weeks and threatened to call legislators back to Albany if they did not act soon.

    • President Obama used a recess appointment to bypass Congress and appoint Dr. Donald M. Berwick of Harvard to run Medicare and Medicaid.
    • The New York Times editorial board pressed the Department of Health and Human Services to issue new rules to broaden access to needle exchanges in programs across the nation.
