Recommendation: The right to vote should not be linked in any manner to a person's involvement with the criminal justice system. Just as people do not lose citizenship or other basic rights like the right to divorce, own property, or file lawsuits after arrest or conviction, they should never lose the right and duty to vote or to participate in our country's system of democracy. On the contrary, we should be encouraging and facilitating the exercise of people's civic responsibility to participate in civil society.

Best practices: Vermont and Maine do not place any restrictions on an individual's right to vote.
